During step 2, the CS6 setup detects a pending restart (from me disabling AVG beforehand until next restart) and suggests I restart the computer there and then. For people who are here because their license to Adobe Master Collection CS 5.5 recently got revoked, completely uninstall Master Collection from the Control Panel. Reboot and run CCleaner to clean up the registry. If you have failed to completely uninstall Master Collection run the Adobe CC Cleaner Tool. Reboot and run CCleaner. If you have still failed to completely uninstall Master Collection, use Revo Uninstaller Pro (download the torrent and crack and install and apply crack).
